US PayPal users can scan Weixin Pay QR codes in mainland China

What happened
On 11 August 2026 PayPal said US PayPal users can pay in mainland China shops that take Weixin Pay, using the PayPal app they already have. You do not need a new app, a Weixin Pay account, or a Chinese bank card. The company said in-store QR checkout was available to US users that day.
The rail is PayPal World talking to Tencent TenPay Global. There are two ways to pay. Open the app and show your own code for the clerk to scan. Or scan the shop’s Weixin Pay code, check the amount, and confirm.
How we got here
Tencent announced the link on 27 May 2026 at the 20th Shenzhen International Financial Expo. PayPal World people were on stage. Hong Danyi of Tencent FinTech named three inbound-pay items. The first was TenPay Global connecting to PayPal World so PayPal users can scan or be scanned at Weixin Pay merchants in the mainland. The first market is the US. Other markets come later.
Reuters wrote that day as if the product was already usable. Otto Williams of PayPal World said they looked forward to welcoming users soon. PayPal only told consumers the in-store flow was live two and a half months later.
The other two May items are separate products. New users who link an international card to WeChat get a 90-day fee waiver from the first transaction, official rate 3%, cap ¥1,000 a day. Shenzhen ports, airports, malls, and banks expanded Weixin Pay guidance to 16 languages. Linking a card still needs WeChat. The PayPal path does not.
Mainland daily checkout is mostly QR. Hotels and some malls still take foreign cards. Small shops often do not. Travelers used to change cash, or install WeChat or Alipay and bind a foreign card. Tencent started plugging overseas wallets into the mainland QR net with WeChat Pay HK in 2018. By the May event it said more than 40 overseas wallet partners were connected and 36 were live. PayPal was the large US name that had been missing.
PayPal cited World Travel & Tourism Council figures. China hosted more than 68 million international visitors in 2025, up 15.5% year on year. It framed the August launch around summer travel. Alexander Bellabarba of PayPal said travel should be about the destination, not how you pay. Yang Wenhui of TenPay Global said more overseas wallets would join the Weixin Pay merchant net. Both press notes use a scale of tens of millions of Weixin Pay merchants.
What actually works today
The in-store page is narrower than the marketing. It is US PayPal users only. In-store shopping must use PayPal Balance. Per-transaction limits are whatever the app shows that day. PayPal says PayPal World does not add a separate fee to consumers or merchants. The FX rate is the one on screen. The same page also says in-store pay is for selected merchants, and other wallet partners are still coming. Treat “any Weixin Pay shop” as the slogan. Try it at the counter.
Before you fly, update the app, fund the balance, turn on auto-reload if you use it, and turn on location so you can find the in-store entry.
Tencent also said foreign visitors paying with an international card inside WeChat spent nearly 80% more transactions from January to April this year versus a year earlier. That is the WeChat-bind path, not PayPal. It only shows inbound pay is getting more attention. Hong also said TenPay Global is working with mainland tax-refund partners, starting with WeChat Pay HK in Shenzhen, so refunds might later go back into an overseas wallet. Keep that separate from PayPal in-store scan. In May it was still an early range.
Who this hits
US travelers who already have PayPal, and who will walk into shops that live on Weixin Pay QR, are the people this is for. You can skip installing WeChat just to buy lunch, if the shop is actually on the new rail.
It does not give you a China PayPal account. It does not replace WeChat for people who already live in the mainland stack. It does not promise every QR standee will work.
